Projected Longterm Enrollment Numbers at Garfield and Woods

All Three

Proposed Scenarios

SCENARIO A: Lose 78 established Woods students to Garfield (areas 131B/131C)

SCENARIO 1: Lose 78 established Woods students to Garfield (areas 131B/131C)

AND add 61 Century students (areas 155A/155B)

SCENARIO SILVER: Keep all established Woods students AND still have room at Woods to receive other students from impacted school sites to alleviate overcrowding

We Support Scenario Silver

We urge the CUSD Governing Board and Boundary Committee

to use Scenario Silver to preserve the Woods community.

The longterm projections show Woods and Garfield will continue to be under enrolled. There is room for the established Woods students to stay in all scenarios and still have room to receive students from impacted schools to alleviate overcrowding.

Scenarios 1 and A are growing Garfield at the expense of Woods. The numbers do not necessitate removing 78 Woods students from their established school community (areas 131B and 131C).

Clovis Unified is not saving money by moving our small area in Scenarios 1 and A. It is a lateral shift of costs between schools, and actually may be adding costs for the district. Bus transportation will need to be provided for the Century students being shifted to Woods and Garfield. Lower enrollment at both Woods and Garfield will likely require staff to be shifted to other school sites.

Our Recommendations

  1. Adopt Scenario Silver as it is presented.
  2. Adopt Scenario 1 or A but ONLY FOR STUDENTS WHO ARE NEW TO WOODS from area 131B/131C AND allow the 78 established Woods students from area 131B/131C (TK-5th as of 24-25) to complete 6th grade at Woods on guaranteed priority open enrollment transfers.
  3. Allow the 78 established Woods students to apply in the 24-25 school year for guaranteed priority open enrollment transfers.
  4. Reset all currently approved transfers/open enrollment transfers, AND provide guaranteed priority open enrollment transfers for the 78 established Woods students within the current boundaries.

General Concerns about Scenarios 1 and A

  • There is room for all of the established Wolverines to stay at Woods for the next 5+ years..
  • 78 established Woods students are being removed from their school community from one neighborhood (area 131B/131C)
  • Social - emotional and mental well-being of students will be negatively impacted
  • Kids who were in school during COVID deserve the right to normalcy and stability
  • Established school family and relationships will be disrupted.
  • Negative impact on students academic outcomes due to coping with a new campus, new teachers, unfamiliar peers and unfamiliar resources.
  • Uprooting children unnecessarily during formative years.
  • District seems more concerned with funding instead of serving children’s needs and what is best for them.
  • Projected declining enrollment may result in financial loss, transfers/loss of teachers and loss of supports and resources
  • Disrupts established support systems and specialized services for students with disabilities.
  • Parents purchased homes in this neighborhood specifically for Woods.
  • Moving kids to a new school will negatively impact established network of parents to assist with carpool.
  • Parental involvement will suffer as parents will no longer have established school connections and relationships with teachers and other parents.

Scenarios 1 and A are Incompatible with the Guiding Principles

  • Maximize facility space while moving as few students as possible BUT this practice is more isolating as it targets one neighborhood of 78 Woods students.

  • Value neighborhood schools and keep neighborhoods together BUT our area is the only neighborhood being targeted for removal.

  • Reduce operational expenses BUT it is a lateral shift of costs between schools, and actually may be adding costs for the district. Bus transportation will need to be provided for the Century students being shifted to Woods and Garfield. Lower enrollment at both Woods and Garfield will likely require staff to be shifted to other school sites.

  • Create boundaries that will last for 5-10 years whenever possible BUT when considering the longterm projected enrollment numbers there is room for the 78 established Woods students to stay.

  • Balance enrollment across high school areas BUT moving 78 existing students from Woods only impacts the elementary schools.
